- Not accountable for: business priorities and budget (sponsor), enterprise standards (EA), delivery schedule (project manager), code quality inside a team (tech lead).
- Write decision rights down: who recommends, who decides, who is consulted.
- Boundaries prevent both gaps and turf wars.
