- Confirm criteria and weights were written before the PoC.
- Score each cell with evidence from the PoC; leave a cell unscored if there is no evidence.
- Add three-year cost and exit cost, then compute weighted totals.
- Planned mistake: a team member quietly raises the weight of a criterion that favors the engine they like. Fix: weights changes require a recorded reason and a re-run of the sensitivity check.
- Run sensitivity and bias checklist; ask a second reviewer to challenge two scores.
- Write the recommendation with exit plan and what would change it.
