Start the Shop API with --debug (or debug=true).
Find the "CONDITIONS EVALUATION REPORT" in the log.
Read "Positive matches": pick DispatcherServletAutoConfiguration and the condition that matched.
Read "Negative matches": pick DataSourceAutoConfiguration and note the missing class or bean.
Planned mistake: assume it is missing because of a bug; the report shows it is correctly skipped (no database starter present). Fix: confirm by adding the starter in a scratch branch and rerunning.
